No, you only require a working internet browser such as Google Chrome, Internet Explorer, Safari, Firefox etc.
We recommend to validate up to 1.000 VAT identification numbers per validation request for optimal usage of the tool. It is however possible to validate even more numbers at once (as example 3.000 numbers).
You purchase a license fee, which grants you access to the tool for one year (365 days) starting as of the moment of purchase. When the license expires, you can purchase a renewed license fee.

It may be possible that the server of the VIES database is not responding. In that case it is unfortunately not possible to validate VAT numbers at that moment. Please also refer to the official VIES website to check the current status of the country servers: http://ec.europa.eu/taxation_customs/vies/?locale=en
